JOB TITLE: Civil Underground Inspector

Inyo Networks, Inc. has an immediate need for a Civil Underground Inspector for the Digital 299 Middle Mile Fiber-Optic Network and Infrastructure Project. The Digital 299 is a major infrastructure project whose goal is to significantly improve broadband access in Shasta County, Trinity County and the Redwood Coast. Digital 299 will consist of a 170-mile fiber optic cable that connects Eureka to the Redding/Cottonwood area. This network will transport massive amounts of digital content, supporting the region’s voice, video and data services. Digital 299 will connect over 100 community anchor institutions, such as schools, hospitals, clinics, public safety, and other government institutions with gigabit connections to the Internet. POSITON OVERVIEW:

This position will be a Civil Underground Inspector in the Digital 299 Middle Mile Fiber-Optic Network and Infrastructure Project. The successful candidate will be responsible for meeting all Inyo Networks' construction operating dates for the Digital 299 project. He/she will provide coordination and support between engineers, management and Inyo Networks' contract crews. The Civil Underground Inspector will coordinate contract construction, maintenance, equipment and material expediting activities in support of the project’s operating requirements. He/she will perform visual inspections and surveillance to ensure construction activities are accomplished in accordance with corporate, contract, governmental and regulatory agency requirements.

ROLES AND RESPONSIBILITIES:

  • Understands project goals, timeframes and attends project management meetings

  • Understands underground construction methods to assure quality practices

  • Understands regulatory requirements, environmental mitigation practices for compliance

  • Understands and enforces job safety best practices

  • Coordinates construction or outside plant; communicates with project office

  • Schedules, attends and documents pre-construction meetings

  • Prepares plans, schedules inspections, documents discrepancies and oversees corrective action

  • Monitors project progress, documents work performance, and provides feedback to management

  • Ensures that all work performed meets industry standards and project specific engineering requirements

  • Enforces compliance with federal state and local agency requirements, including environmental mitigation practices and SWPPP (Storm Water Pollution Protection Plan)

  • Performs site inspections and monitors work at job sites to assure job safety

  • Reviews “As Built “maps and drawings, verifies and accounts for deviations from specifications

  • Verifies that all work is complete and prepares documentation for payment

REQUIREMENTS:

  • 2-3 years of experience performing surveillance and inspections, or civil construction, or civil engineering, or civil drafting

  • Experience with telecommunication construction standards and procedures

  • Experience with utility underground and overhead construction practices, specifications and requirements

  • Must have a valid U.S. Driver’s License and a good driving record

  • Local candidates strongly preferred

  • Ability to communicate technical information to technical and non-technical audiences

Position overview:

This position will be responsible for supporting and processing complex technical assignments associated with the extension of Inyo Networks' Digital 299 Middle Mile Fiber-Optic Network and Infrastructure Project. These assignments include Cost Estimating, Route Designs, and Construction Plans for a middle-mile (transport) and distribution outside plant.

ROLES AND RESPONSIBILITIES:

  • Determine optimal routes for both aerial and underground fiber cable based on economics, construction methods, public safety (e.g. traffic control) land use and environmental considerations.

  • Effectively communicate project plans and create solutions with state, local and federal agencies.

  • Efficiently observe, document and evaluate field information for developing engineering plans and documents.

  • Understands conventional industry methods of aerial and underground construction including G.O.95 and 128 standards.

  • Has working knowledge of various construction methods based on available technology, terrain and equipment capabilities. (The goal is to determine the best design given alternatives of trenching, plowing, boring, rock-sawing, etc.

  • Participate in project planning with other members of the project and construction team.

  • May be called upon to solve problems in real time (field) settings.

  • Coordinating activities with other internal personnel and/or organizations to ensure compliance and appropriate follow-through of policies, procedures, rules, rates, and completion dates applicable to his/her assigned projects.

  • Demonstrated experience working with the following: joint pole and pole loading processes (O-Calc Pro, SPIDACalc) construction standards.

  • Able to source and interpret various documents such as utility drawings, civil engineering drawings, topological maps, structural drawings, and various online resources (Google Earth/KMZ).

  • Maintains records and data as required.

REQUIREMENTS:

  • Knowledge of telecommunication technologies, materials, design standards and documentation.

  • Extensive knowledge of plowing, trenching, and boring technologies in relationship to substructure and environmental conditions.

  • Strong ability to assess, document and communication (in written form) field conditions.

  • Ability to work independently, self-initiates, organize and deliver work products.

  • Knowledge of environmental constraints, traffic management, and rights of way considerations.

  • Experienced with developing estimates and preparing work orders or construction plans on major or smaller projects.

  • Has experience completing multiple projects and adjusting to changing priorities

  • Has experience working with customers, identifying needs and resolving issues.

  • Demonstrated ability to maintain a safety conscious work environment.

DESIRED QUALIFICATIONS:

  • 5 Years + in underground telecommunications construction practices.

  • Full computer literacy, experience using Microsoft Office, Google Earth, ArcGIS, AutoCAD & related design systems is a plus.

Position overview:

The Right of Way (“ROW”) Agent manages the company’s real property rights for the Digital 299 project located in Shasta, Trinity, and Humboldt counties. This position represents the company as a primary contact in property management and/or transactions involving the project. Project types may include: encroachments, leases, licenses, permits, grant-outs, acquisitions, quitclaims, and consents for third party development.  The Right of Way Agent participates in and may direct the development, negotiation, and administration of non-standard contracts/agreements involving company-owned real property assets, rights-of-way, land use, and easements.

ROLES AND RESPONSIBILITIES:

  • Works under the direction of the Project Manager, conducts day-to-day activities with minimal direction

  • Interprets contract provisions and resolves preliminary disputes with both internal and external stakeholders

  • Acts as ROW subject matter expert and provides technical guidance to other employees and related business units

  • Performs full-service, multi-jurisdiction (encompassing local, state and federal entities, including railroads and Indian Reservations), and multi-discipline right of way acquisition, permitting and entitlement

  • Draws on broad and substantive knowledge of the ROW profession, including law, appraisal, engineering, document preparation, and records management to secure permits and easements

  • Resolves technical and personality-related issues, from the routine to the complex, with efficiency tempered by tact

  • Follows up to assure implementation after permit applications or other entitlement documents are prepared and initiated

  • Maintains current and accurate project files and records

  • Skillfully interacts and negotiates with agency representatives and property owners

  • May conduct presentations before permitting agencies

REQUIREMENTS:

  • Knowledge of base disciplines (real estate, agency law and regulations, engineering) associated with securing rights of way

  • Experience in Right of Way, Civil Engineering, Property Management, Title, a Law Firm,  Contract Management, and/or experience as a Utility Coordinator

  • Understands how to access and interpret official real estate documents and files, including but not limited to plot and/or prepared general legal descriptions, this may include both sectional and metes and bounds descriptions

  • Deciphered maps, including but not limited to State and Federal Lands, land plots, street improvement plans, plot plans, Thomas Guides and Google Earth

  • Experienced with acquiring required permits, identifying environmental requirements and coordinating required project components with other departments, customers, governmental bodies, and various external sources

  • Experience in conducting negotiations, including but not limited to complex contractual terms and conditions for agreements such as licenses, consents, and/or easement acquisitions

  • Experience in handling encroachments, leases, licenses, permits, easements, and/or consents for third party development

  • Experience consulting on real property issues, including gathering and analyzing information, independently identifying client needs, developing action plans, and presenting recommendations

  • Demonstrated experience handling politically sensitive situations, facilitating meetings and presentations, and negotiating with both internal and external stakeholders at all levels

  • Demonstrated strong analytical and problem solving abilities including effective time management skills

  • Managed multiple reports with a high level of accuracy and with minimal supervision involvement

  • Adept at both written and spoken communications

  • Sophisticated understanding of interpersonal and interagency relationships
